I am not an expert on airline operations (any more than anyone else here, that is), but I'm pretty sure that baggage handlers don't regularly go through luggage upon arrival, since it is taken straight from planeside to the baggage carousel. This is probably especially true on AS, where the handlers only have a few short minutes to get the bags to the carousel delivery belt before passengers start getting grumpy and/or start claiming their BSGs.
Does the BSG apply to int'l arrivals? Note that your int'l arriving bag may have already received special CBP attention that you aren't aware of before you even see it. At least in places like SCL (I know, not subject to CBP ) the cute beagles are sniffing around you at the baggage carousels.
