The German government liaisons have some history of resting their decisions upon the representations made by airline staff. If not for the airline reps stirring up things, the government liaisons and related authorities would generally make no stink whatsoever, as also evidenced when a valid multiple-entry visa has been lawfully utilized by a given passenger before for the exact same routing and purpose that later gets frustrated by the airline reps.
