I seem to recall from time spent browsing the *Alliance forum that there may be an IATA rule and/or guideline that states that the baggage rules of the longest segment apply to all flights on the record. Could be airline-specific too. Worth looking into, and getting an answer direct from BA.
This is true, but doesn't it have to be all on one PNR?
e.g. in Business, LHR-ATH would normally be two bags max. Book that flight as part of a longer itinerary with e.g. a TATL in front (LAX-LHR-ATH...) and the allowance for the LHR-ATL leg magically goes up to three bags to match that of the LAX-LHR leg.
