I remember in 2005 during his last visit in Singapore French President Jacques Chirac stayed at the Raffles. It is so iconic.
I wouldn't use where world leaders stay as a guide to luxury hotels.
Goodness- the President of the United States always stays at the Waldorf Astoria in New York- which wouldn't make the list of most people even in the Top 50 hotels in NYC.
In PRC a number of leaders are hosted at the (oldish) Portman RC- which is an OK 4 star but not one of the top hotels in Shanghai.
