The offer may change - or it may stay the same. I know this sounds stupid of me to say, but there seems to be no consistency or logic for the offer price's consistency... as others have said, it's because UAL has the monopoly on selling UAL status.

And considering how UAL just made an adjustment on how one can see fare bucket inventory (that's a whole different thread), at the drop of the hat, it's easy to see why the PQM rates can easily change.
