I see no reason why the hotel should not let one do this as they save on cleaning costs as a room occupied by the same couple does not need to be spotlesslly clean as if another guest were going to occupy it.

Yes and it's a very simple concept, however a lot of FD in Continental Europe will have a seriously hard time understand that.
I think this is what a FD thinks when someone proposed something like that to him/her:
'My job is to check people in and out, please don't bother me with these specific requests and I don't bother finding out how to deal with it.'
FD doesn't care by doing this the hotel will have less housekeeping cost.
I never dare to do this because:
a. they can mess the whole thing up by not knowing what to do, and then randomly link all the ressies together;
b. it probably take less time to check-out and back in than explaning a completely foreign concept to a FD.
