Bolivar Hotel is in downtown, in front of San Martin square. Though it's a nice square, I usually don't recommend foreign people to walk on their own in downtown at late night hours (after 10pm). Miraflores and Barranco are more foreign friendly at night. But if you are in a tour or large group downtown is a fine option. And of course by day downtown it's far mor recommendable.
