Compare this to the premium cabin space on say BA or CX, or even AI's "potential competition"

to Australia namely SQ, TG and MH and even then it sounds ridiculous.
18 premium seats!!? Unless all they plan is to fly to YYZ from ATQ on the 787, I would be surprised if this is a sensible strategy.
That number is correct indeed. The 787 is basically about the size of a 767 but I would imagine the airlines you mention here have 777 and/or a380 as their mainstay long haul.
No airline is putting a first class on the 787planes since there seems to be not enough space in the airframe. And with this configuration, air India is acknowledging market reality that not enough premium capacity exists for them. But I think it is roughly in line with the other operators of the 787 so far.
