The new DOT rules on interline baggage (especially as they affect separate PNRs) are going to create a confusing brave new world of what is going to be.

The "linkage" (more like a cross-referencing) of which is spoken generally refers to different people on the same itinerary, not a passenger combining two separate itineraries.
