Well, it's possible that they were simply getting new seat assignments or the documents they previously held were some kind of standby verification. However the OP made it sound as though they were getting new BPs to replace previously issued BPs and that at the same time the OP found himself two more spaces away from sitting in F on the priority list (same place on the list but with fewer seats to go around).
