Same here. Always worth asking. The rev manager will often make a rational decision based on what he thinks his occupancy will be for that day. If below the threshold (90 or 95% I think) where C&P is less profitable to the hotel from a reimbursement perspective, they will let you book C&P. I think this might be harder outside the US though I've done it in Seoul as well.
