The purpose of the GDS is to make sure that every agent can see the information that the carrier wants them to see easily, not that every agent around the world sees the exact same information. Sales restrictions for different countries are not uncommon. I've never heard of actual Y inventory being available in one country and not another but it wouldn't surprise me too much.
