To answer one of the OP's questions the meeting points marked on the airport map are simply designated places where arriving passengers can arrange to meet their families and friends. I don't even know if there are any seats but the area is very busy and not ideal for waiting for any length of time.

I usually go to the Starbucks in the basement while waiting for a train. It is quite small but ok for sitting for up to an hour or so. There's no arrival board in the area IIRC if you need to find out whether your husband's flight has arrived.
There are boards near the stairs very near the Starbucks, but they may be departure only. A sure bet for an arrivals board is to stay on the 1F after exiting the customs hall and watch the board there until he lands then head to SBUX.
