Yes - North and South wings not connected airside on arrivals, only landside (whilst the wings are connected on the departures both airside and landslide). The wings have separate immigration and baggage halls that come directly via walkways/escalators from the gates - basically North and South wing arrivals are completely separate until you get landside.
Arrivals area on 2F can get a little busy especially by the the customs exits and there's not too much seating. If you are getting the the train, then the Starbucks in the basement makes sense as both wings share the same station entrance. Or there's an outdoor viewing deck on the roof of the central area on 5F as well as more restaurants. There's maps the official airport webpage.
