That's why parents of children that "sometimes make noise" should consider whether they should take their kids on planes.

Yup. That's what parents did in my generation.
Or is it perhaps better if there were an age requirement on public transport? Only when you've turned 18 one is allowed to join the rest of the gang.
I would rather see a consideration requirement.
But then again, what to do with all the drunks and other people who makes a lot of noise (like talking to their friends even if they sit 10 rows apart).
Drunks are addressed by boarding requirements, FAs and, if necessary, the police. Same with talking friends. What's your point? Two wrongs make a right?
Or how about the guy I had on one of my PVG-AMS flights a couple of years back. He snored so loudly that I'm guessing even the pilot could here him (and yes, we were sitting in Z).
Ask the FA to shake him gently. What should I do about your screaming kids (I'm guessing you have screaming kids, otherwise you wouldn't try to justify bringing them onboard planes).
