What front-line employees do at a rental car location does not always match the goals of the senior management of a company like Hertz. I doubt the people at Hertz who dealt with their counterparts at US were expecting that there were going to be a plethora of 15-minute rentals--all with declined CDWs, no opportunity of upselling to a higher class of vehicle, no chance of selling the refuel option (which is clearly all profit to the company although perhaps of no consequence to the front-line employee who gets to claim credit for another 15-minute rental).
