Angry Amtrak no longer allowing upgrades on low fares?

Is Amtrak no longer allowing upgrades on low fares? I booked a $49 NYP-WAS ticket about a month ago for travel today and called to upgrade using a H121 certificate (the cert you get when you cash out 10k points for upgrades).

The agent told me that $49 fare are the lowest advance booking fares and don't allow for upgrades. Hung up and called back again & second agent told me the same thing.

When did this change? I've upgraded at least 6 trips, most at the $49 fare.

They wanted me to pay a fare of $136 to get the right to upgrade. At that rate, I may as well have booked the Acela using my corporate discount for $100!

Anyone else run into this or am I just dealing with 2 misinformed agents?
