Like most places outside the US, at LHR you cannot access the departures area of a terminal without a boarding pass leaving that terminal. You must continue to T3 departures if you wish to use a lounge there and there will be no way to access the Concorde Room.

If eligible, other options would be to visit central London or to visit Galleries Arrivals in T5.
