OK let's have this clarified first:

OP ticket one TPE-HKG-PER-HKGx-TPE on V, which allows one stopover in HKG, either onboard or inboard.
OP ticket two TPE-HKG-SIN-HKGx-TPE on I, which allows one stopover in HKG only inboard.

In order to go as PER-HKG-SIN-HKG-TPE, OP has to drop the last leg of the Red ticket HKG-TPE and the first leg of the Blue ticket TPE-HKG. CX won't allow this happen as you can drop the remaining legs of a journal but not the starting leg. That rule kills the idea.
