Since it was 30 minutes and not 60 minutes before they were due to serve Afternoon Tea anyway, and it appears that they had genuine concerns for other passengers having a quiet time, I'd say it wasn't bad service as such, although it did not quite meet the OP's requirements. Ideally, they should have been able to get what they wanted when they wanted without insisting.
Had they asked the OP to wait an hour, it would have been bad service. That's a bit too long to ask people to wait. Now, I am waiting for someone to come along and interrogate me on whether I would consider it acceptable had it been 59 minutes' wait.
P.S. I don't think the behaviour that precipitated your tripping incident was minor. I think it was a major transgression by the parent(s) which should have resulted in their being hauled out of the lounge along with their offspring but that's an entirely different matter

Why does one passenger's desire for "quiet time" trump another passenger taking advantage of what is actually a published benefit of F - eating when one wants to eat?
I'm getting mighty tired of sitting in a dark cabin and not getting full service from the crew because some passengers want dark and silence to sleep. I don't think dark and silence are a published benefit in any cabin.
There's a difference between noisy, disruptive passengers, and the general background noise of what goes on during a flight.
