As a gold, I'd say my upgrade rate is way less than 10% from WTP to J. Maybe I just haven't been picking the busy flights.
As a lowly silver my and my wife's upgrade rate is 100% from WT+ to J with BA, and last was a double from WT+ to F. But then we pick one of the busiest routes to LAS.
We used to travel a lot with VS (including three times in Upper) and never had an upgrade, but then their Premium Economy cabin is very big, and usually costs a great deal more than BA's so doesn't fill or oversell.
