They did it to me a couple years ago, but since it was still legal at the time, they charged me a $60 annual fee without warning on an account that'd been free for almost 10 years. When I called to complain, they said it was for lack of use and agreed to waive it with $2400 spend in 3mos. Thanks but no thanks. Got my $60 back and haven't had a Citi card since.
