This happens all the time unfortunately (probably 30% of the time I return my car without waiting for a receipt)

Just call Hertz corporate and they will give you a fax # to send the fuel receipt (or credit card statement if you don't have a receipt) and refund the $50.

It is inexcusable, but at least you won't be stuck paying for it.
