Yes, that's what Spirit does. They charge fees for just about everything, but all those fees can be avoided. And they consistently offer much cheaper fares than the competition. So if you don't check a bag, or buy a drink, you can get some really cheap flights.
It really depends on if you're willing to forgo any luxuries to simply get from point A to point B for the cheapest price.
