Why would you make it less attractive for your best revenue generators to fly with you? A family of 5 that flies once a year, on cheapest coach fares, with no airline allegiance is far less valuable to the airline than someone that flies 25+ segments, or 25k+ miles or points a year. Flying often marginalizes fees, and keeps people coming back to maintain that fee-free flying. It would make no sense to tax your top revenue earners, as this would get them to reconsider their loyalty. It's simple business...bed your best customers and treat the rest at lower priority.
