Of course the interesting interactions will be the person who owes money for a carry-on at the gate but doesn't have the money to pay. Will they be denied boarding? I believe that's the way it is on Ryan Air and Easy Jet - pay or don't fly.
It's not pay or don't fly. It's pay or leave the stuff behind.
Of course if they have no way to pay, I don't see the purpose if they still got to bring the stuff on if they didn't pay. After all, what would prevent people with money to say they don't have the money?
Pay for carryon....... Not a good idea.
