Wouldn't have happened to be a passport? I may know the offending party. Pretty sure the "lost" passport resulted in a frantic set of discussions between the captain and ops in Chicago
Anyway, this is probably just a new revenue generation measure. Think of all the nickels and dimes we can get from our TOD upgraders!
