Although I've not done a thorough study, I've not encountered any resident fares in the past that earned over 25% in the BAEC. This in spite of some of the fare details saying that they earned at a 125% or 150% level for LANPASS. The resident fares I saw (again, awhile ago - could be different now) were in the same ballpark as the non-resident fares (my partner is a resident here, I am not, so I usually check both).
What surprises me is the lowest level of non-resident fare, which is presently a very hefty fare given the length of the flights and what they cost only a year or two ago, earning nothing in BAEC, whilst the much more reasonable lowest non-resident fares of not so long ago always earned 100% miles and full tier points.
