I have dealt with Citi for many year. Rarely an issue. However mentioning Chase service? They are miserable. I have every card under the sun. Pay on time large charge volume. Many issues with Chase not honoring prorams etc. Cards they offer where the vendor refuses to supply the perks of the card etc. That company stinks plain and simple. To quote my local Chase banker over a recent cc issue with Chase "I could put my hand through the safe I am so angry?

I certainly wouldn't agree with that.

As a conclusion (possibly) to this situation. On one card I ended up with a credit of $170 which eventually was reduced to $85 and they ended up sending me a check.

On the second card I thought they got it right (i.e., zero out the balance since I had nothing except the annual fee) because I got a few bills after the card was supposedly canceled with $0.00. Now somehow it is -$70. So I'm guessing they will be sending me a check for $70. I hadn't used the cards in months so it wasn't any kind of refund due to anything I did.

How a company cannot cancel two credit cards and simply zero out the balance is beyond me. Instead I will have received (most likely) $155 for my time in getting this resolved.

I did point out to them that the credit was in error but I don't think they had any idea what to do.

At least when Chase had some confusion over a business card application, I could call, talk to a person and got it resolved in a few minutes. In that case there was a discrepancy regarding addresses. It involved a forwarding address when I was moving.

Other than the people at Citibank being polite, the non-supervisors were useless, the computerized system time consuming and obviously the supervisors themselves not too efficient (based on the credits/checks I'm getting from canceling the cards).

YMMV.
