If there were to be sudden turbulence it is likely that there would be a danger (to crew and pax) if the pax tried to return to their seat especially as the pax were unlikely to understand or work out how the seat belt mechanism works (on the crew seat) and would probably sit there unrestrained.
If they did not know (i.e. non-crew) it would be explained to them by the crew how to use them before they can sit there. They are hardly difficult. I love those harnesses. So much more secure in turbulence and you can hang off them to sleep. Brilliant. I want them for my pax seat, please
