Even on the low quality camera phone image you attached it is clear to see that this is a baggage carousel with bags on. It may be due to the quality of the image, but these bags appear to have a furry looking appearance, much like a cushion.

I am far from a fan of the counter-productive health and safety culture we live in. And I quite like this piece of art.
However, for the reasons
bjorns says, I wouldn't have it in an airport. But I wouldn't say it's the peak of stupidity.
