Even if they would not offer exec rooms for Golds, it was a poor assumption from the hotels side that I would consider a switch from a TWIN to a much smaller SINGLE (with a view) an "UPGRADE".
Did you not check the NOR-1 box for the free upgrade to the exec room?? I'm not sure why you wouldn't have done that. The chances of getting that upgrade from NOR-1 probably would be better than instead of hoping that you'd be upgraded to a room not necessarily "entitled" to but hoping for via Gold status.

I do agree that a move from a room with two twin beds to a room with a single twin is a downgrade, even with the "+" designation. When you saw that prior to your arrival, did you call or email the hotel and say you needed a room with 2 twin beds and did not want the "upgrade" to the single bedded room? Or, did you just cancel outright without trying to correct the assignment? Just curious.
