It is absolutely bull AND you are over-reacting.
Have had this happen to me numerous times .... when even the laptop bag I have has to be placed below the seat in front of me, so that someone else carrying an over-sized & heavy roller bag is allowed to put his/her bag in the space above.
It has happened to me sometimes when playing the gate lottery ... waiting for the 'potential' upgrade, and not getting it, I finally board and have to find space in the overhead bin ... the FA will request passengers to remove smaller items like purses (and some folks do carry very over-sized & heavy purses or laptop bags) to make space for 20 inch roller bag.
It is always worth a letter to DL but what will you get? 7500 or 10000 miles?
IMO: it's not worth the effort.
Maybe I'm just being entitled but why shouldn't I just bring a rollerboard bag that way I *can't* put it under my seat. I just think the rule is going to encourage the exact opposite of its intended result. I only bring one bag for the sole reason that I want the extra legroom...
