Anyways, 2 days later when the flight posts to my account, I check and it shows the fare class for my CLT-STL flight as "F" as opposed to "O". But, there's no COS bonus, only my Silver RDM bonus.

AFAIK, "F" fare bucket gets 150% PQMs regardless of what put me there, correct? Or has US IT finally evolved enough to distinguished purchased "F" from VDB "F"? (I seriously doubt it.)

Shouldn't I be getting my COS bonus?
COS is based on what you paid for, not what you actually flew.

This happens frequently on Delta. VDB or IRROPS results in your new flights being ticketed in Y. While you don't get the COS bonus Y/B fares earn (in fact your SkyMiles statement lists both fare buckets, something along the lines of "Ticketed: H / Flown: Y") you do get all other benefits of being in the Y bucket. I had a DL flight last year (no status there) and took VDB, my new boarding passes included SkyPriority, and I was able to move to a preferred seat at the kiosk (this was before EC was available on domestic routes). If you're Medallion, you also get an instant upgrade to F if a seat is open, or jump to the front of the UG standby list if there isn't.
