I saw it earlier today when logged into my Amex card to file a non-travel related claim. Seems that if you request it, they will add $9.99 USD to your trip that covers those expenses.
I think there are some trips that would definitely help... multi-leg journeys, late night/last flight connections, carriers known to be late (UA), etc.
That doesn't mean you can't ask for flight vouchers with UA or file complaints... in fact, keep those up because in theory, the more they get, the more they will try fixing things.
