I don't think it's a BA problem either. I have always had to call to book JL flights when I booked on using Qantas points as well.
i hardly think there is enough facts to conclude whose problem it is...perhaps as another poster notes, there was a glitch that allowed booking more than 2 months out and BA is fixing it after JAL starting having flights booked that they do not even sell for months...
