It's never obvious to me that these essentially consumable items are any less free to take than say an unused fancy Body Lotion being packed away rather than left for the next guest. If the hotel sticks a price tag on the item or says "you can by this in the shop" then that makes it clear to me that the hotel expects you to pay for the item. Other items, like beds and televisions I use common sense.

A hotel trying to charge for these items does seem pennywise but pound foolish.
I agree that they should put a price list.
No price list for minor items means free.

Otherwise common sense when it comes to towels, TV, house'car etc

In my case there were no price list.
Also if they put slipper on the price list that will seem strange....

By the way, long time ago I remember an hotel in cannes "3.14" where you can buy everything, the lobby sofa, the bed, everything had a price.
