As for only being able to book domestic flights two months in advance, despite what the site says, I successful booked a JAL domestic flight using avios for March 2013 a month or two back.
Good to know. This system problem has been going on for weeks and JAL flights don't show up period (domestic or int'l) for partner award bookings online. Not sure if we'll ever be able to book JAL flights online using Avios ever again
