The Regency Huntington Beach was sold out for most of the time and it can get busy there as well. Manchester Grand should be avoided at all cost due to the owner supporting political campaigns against very basic human rights, so it is basically Mission Bay, if you want to be close to the sea.

While there are numerous reasons not to stay at the GH, the owner in question (Manchester) is no longer the owner, and hasn't been for over a year. The name remains, but he is gone.
Yes, Mission Bay has always charged for parking. At least the past 3 years.
