This has been discussed in the private TB forum, and the Community Director agreed w/ the following:

"In general, it is TB's role to bring up the subject, poll the members, discuss and vote internally and then present our results/recommendations to the Community Director. S/he then makes the ultimate decision. But there will always be exceptions to this especially if the changes are "minor"."
