By the book no access as access on arrival is not usually permitted in any event. Since Tango is a "seperate" airline and not partners in Star Alliance per se I'd say they'd likely have an argument not to let you in even when departing - in AC's Elites/SE guides it specifically says we have access to MLL when on Tango.
