These ludicrous recommendations have indeed been mentioned again and again. At many points, certainly in the UK and USA, there is no difference in procedures any longer between domestic and international departures, and thus a differential time allowance is a nonsense.
While there are no differences in procedures, at least in the USA, when an airline has one or two flights a day, the lines for Y check in can get very long, as opposed to an airline that has multiple flights all day and has a large ticketing/check-in counter. Further, all pax need doc checks and with the USA, visa issues.
