If you have the BP for the next flight (assuming it's SQ F/J as well) you should be allowed access to the SKL. It worked for me when I arrived at 10pm with a connection departing 10am the next day. If you don't have the BP (assuming it's SQ F/J) they should be able to give it to you in the SKL or at the SQ transit desk. SQ has a 48 hour early check-in policy at Changi.
If not connecting with SQ there are paid lounge options at Changi. Or even consider some time at one of the transit hotels (minimum 6 hours stay).
