I've used my iPhone in China and had zero problems connecting to my office VPN, accessing any site on the Internet, or using it as a mobile WiFi hotspot for other devices. I was using my US-based AT&T iPhone account in int'l data roaming mode, so that may have had something to do with it - perhaps the Great Firewall doesn't filter content for foreign roaming users.
