I wonder if there is a rare exception if you are not "leaving" the plane.

There is an Air New Zealand flight that goes from London to Auckland with a stop at LAX. Would the USA give exemptions to those passing through?

Could there possibly be a flight routing say a on united/air Canada that flies from ORD to ANC with a stop in Calgary.
