many of the cheap phones are locked to the Cell Provider , even in Europe ,
they sell the phone at a loss but make it up because now you are a customer,

Make sure you get an unlocked one so you can use other countries Sim Cards in it, thats where a private phone shop can help and not a Company Store.

if you live in a decent size USA city you might want to stop by a private phone shop and see what they have for sale, many of the old AT+T Motorola phones are quad band and can be unlocked to use in Europe,
