Actually PenAir (correct spelling) is in Terminal B while United is is Terminal C, so you will have to do a landside terminal transfer and clear security again. Fastest way is to walk (it's covered / inside access) rather than wait for the slow, long-way-round transfer bus.
There is not inside access the whole way, you could walk through the AA side of terminal B, or walk through central parking. PenAir is in the US side of terminal B.

Unted will eventually move to the AA side of terminal B. They are doing some construction to make that happen. Logan will also have airside access to all terminals at some point.
