As far as I can tell, there's no limit, or a very high limit; I've used this strategy to pull about 60,000USD from ICBC in the past year or so with no problems (my "VIP" account has a daily ATM limit of 30k RMB, so this isn't as difficult as it may sound). These withdrawals post as normal RMB transactions in the online banking with no indication of the corresponding USD amount, so I'm guessing that the conversion happens in the UnionPay network somewhere outside the normal system.
