Yes, the 22.9 and 24 inches must be non-horizontal measurements, perhaps from the back crease of the seat to the nearest part of the seatback in front.
Comfort cannot be measured with a single number. The criteria are different depending on body type and posture. For example, I like to cross my legs. Reduced pitch will make that more difficult or impossible, reducing my comfort. It's the first thing I will try when I encounter a 143-seater.
