Uh, most banks actually charge 12-15RMB and 1% on top of that. In Canada I once got dinged on the order of 40-ish RMB for a $500 withdrawal (and the ATM operator fee was only $1.50, so that wasn't it). Smaller banks, like Wing Hang Bank, don't charge anything (Citi doesn't either, but the 50k minimum is a bit off-putting). Of course, this doesn't include the ATM operator fee.
